After the K&N, new needle, and Jardin exhaust which I now have, what mod would make the biggest improvement in power?

Not true. There are plenty of other mods, but most anything that would be next, needs a corresponding mod to be done with it. 10.5 Piston needs nothing, but since you'll have the head off, you should do Valve springs And modify the guides for better cams.
There isn't one 'single' thing that nets a huge gain, except the exhaust.

You could do the B50 cams as a stand alone mod. Then upgrade the springs and valve guides later for more rpms and "ratio rockers" for more lift.

Before the mods (pre-5,000 miles, now with about 12,000 miles) the bike would hit 96 mph and go about 115 miles before hitting reserve. Now, it only does 88mph and gets about 43 mpg, although acceleration is clearly better up to about 60 or more.
-- Would the Peanut Gallery dare to suggest any explanations?

Normal. More fuel=more power=less mpg. Your goal now is a better burn. A new 10.5:1 matched piston will help. Going to an XB top end will help a lot.
Just make sure you're not running too rich. What's your jetting? Should be 45/170, 2 shims. Fine tuning that will help mpg.

I have the stock air horn. It would do 96 fine with that, so am I right in thinking that its top speed is now only 88 (and you have to really work it to go over 82 or 83), that that is not the bottleneck?

The Blast will do fine with the stock air box.

I believe 145/170, but the Harley mechanic said no shimming was needed, "lean is mean," he said. There is some bluing (4 inches), followed by yellowing on the exhaust pipe. So far as I've seen, this is either expected whether lean or rich.

Mods shouldn't make you go slower. Check your main jet. If it's a 170, go to a 175. If it's already a 175, shim the needle. Jetting isn't that hard. 45 is good. It's going to be a 170, 175 or 180 main jet. The needle is going to be 0-3 shims, but 2 is almost always spot on. You're going to fall in that range. There is more you CAN do, and it does take lots more time (and obsession) but we need to find out why you're not hitting Redline first.

Then it's probably too tight. It's rare when we find a Buell/HD dealer that knows what they are doing concerning the Blast.
