when i was working on my bike i removed the carb so that it was out of the way and i noticed that the manifold boot was torn. so i replaced it. I still get a fluctuating idle and when i give it throttle it says at high rpms for a while before it drops back down, if it drops back down. Is there any trick to putting on the boot so that it doesnt leak and are there any other problems that can cause this? I'll be thankful for any help

the throttle moves freely and it returns to normal position

Check that the boot clamp end is not stuck to the throttle/idle spring - has happened to me.

I know the new boot is still leaking air and the more I tighten it the more it will leak. I was wondering if you have any tips on how to get it to stop leaking? or did i just get a bad boot and should get another one?

Either or both - lol - some times they are not seated right in their stops, and then tightened down on, tearing them. Do the motor intake first, then the carb, or get the Supperboot and don't sweat it.

Yes the more you tighten the worse it will get, but it doesnt sound like it was seated properly. Be sure to push the carb all the way in and it should hang there without clamps being tight (unless its really warm).
EZ is the "Das Boot" expert though!

I have an 03 Blast with only 3500 miles on it. About two weeks ago, when the weather started getting damp and cold at night here in Georgia, the bike started getting difficult to start. It's kept outside under an all-weather cover, but no garage.

It fires up the first time with the throttle in full closed position, runs at high idle for a couple of minutes, then when the idle drops down, it falls all the way and dies. Usually there is a little backfire or cough before it quits. Then to get it to restart I have to open the throttle a tiny bit to get some extra fuel flowing while cranking the starter. After it warms up (10-15 minutes) it's OK and runs well at speed.

From the posts I've read I suspect the intake boot is cracked, but I can't see or feel any damage. What do you all recommend?

Sounds fine, bring the air screw out a quarter turn - may help, my bikes have almost gone there, but never quite, so it must be a minor adjustment, try that first. Doesn't really sound like a boot issue, and if your running a Yost Tube you'll get a hic-up about 5 minutes from starting - the auto-enrichner shutting off, only when the bike is cold, all the restarts afterward during the day are fine. For me its like a countdown that the bike is now ready to really go - reversion done - lol - and if you think the boot is old replace it, Best/worst case you have a back up, you should any way - no joke!

Well, it's hard to start pretty much every time now, even when the day has warmed and the bike has only cooled (after riding)for one hour while eating lunch. And this morning I really noticed a loss of power in the higher RPMs in gears 3-5. I'm going to replace the boot tomorrow, and while I'm in there, I'll try backing out the air screw.

After ordering a replacement manifold coupler and airbox gasket, I discovered that the problem was a bad tank of gas!! I'm much more careful now where I buy gas, and am not letting the tank get below half-full. Thanks for all the suggestions, though - I'm learning.

Also order up a couple of new gas cap orings, they go bad very easily near gas. I had a major problem back over 4th of july, wound up having my bike sitting beside of road for a day till I dumped the tank and pulled float bowl and got rid of water contaminated fuel. Then gave her a spalsh of Sea Foam and a fresh fill up and tada fired right up, its wonder starter still works after all the cranking!
