It's all about the money! Where will the extra extortion money go? A catistrophic claims fund to help protect the insurance companies? Someone needs to do the math, come on $25 million? That probably includes tickets for failing to pay the extortion money. He, He! Beavis, he said Cat! |

How will this be enforced? If there are people riding around without helmets don't you think that the law would assume that they have paid for their permit. With the decreasing value of the dolor the states are trying to make money any way they can. |

is it really stupid. as much argument that there has been just recently on wearing gear. don't you think that at least some people are gonna give it a second thought about giving up the helmet if they have to get a permit to do it. and if the state promotes it right, they could use it as a tool to get more people to use better gear. i'm never gonna ride without a helmet so it would never apply to me anyhow. it is everyone's right to decide whether to or not to but that would be a great deterent. |

Well I think it is stupid the way they are going about it. But at least while I am home in IN visiting my family I wont have to carry a helmet to ride 1/4 mile to my grandfathers place just across the state line in MI. Michigan is not the only state that has a new way to get more money. http://www.nysdmv.com/drp.htm I had 6 points on my license. I got a letter from the state that I owe them 300. I can pay 300 now or 100 plus a small tax for being able to make payments. Now I just got convicted of another speeding ticket. 6 more points at $25 per point =$150 x 3 years =$450. So is now costing me $750 over the next 3 years to be a driver in this state. I admit I have a problem, A speeding problem. |

Want to drive a car and not wear a seatbelt? No problem, just fill out this permit application and pay the annual fee. Want to drive a car with bald tires? No problem, here's the form and pay the fee at the counter. Want to drink and drive? No problem at all. Want to exceed the speed limit? No problem, uh, wait, we've already got a fee structure for that, next? I was once looking at jobs in Michigan, I was also seriously looking at commute times from neighboring states. How long does it take to drive from Toledo to Dearborn during rush hour????? |

I think if it was really extortion, they'd make you pay to wear a helmet. Still, it's a pretty ghoulish way to make money. I doubt that bill will pass. |

How long does it take to drive from Toledo to Dearborn during rush hour????? It'll be about 75 to 80 miles depending on the area. Sooooo you do the math, but Toledo around the border can be a bitch, there is also a Jeep plant on 75 just over the border on the Ohio side which could make traffic even more cluster bleeped... |

I say it's unconstitutional in the extreme. To meet the "equal protection" clause, they'd need to require the same for bicyclists and all vehicle operators. Singling out motorcyclists for that kind of foolishness won't pass muster. Where's the ACLU when we need them? |

That is crazy. Now, if this money was going into a fund to pay the medical expenses of those injured in a motorcycle accident while not wearing a helmet.. I would say go for it. That way they would be paying into something that could be seen as a type of medical pre-payment plan or something. Have they disclosed what this money will be ear-marked for?? |

They have raised our state income tax and created a "service tax" Ie hair cuts, lawn care, etc. But guess what isn't taxed, golf, movies and chafuer service. Just what those rich govt bastards like! "Hmmm econmy is crashing but I am gonna vote myself a raise and keep tooling around in my State owned car and play golf, and go to the movies all on the State's dime!"

I lived in MI until I was 33. This is a stupid proposal, but hardly original. Several states have passed or tries to pass similar laws that typically require you to maintain a minimum amount of bodily injury coverage in exchange for being allowed to ride w/o a helmet. It makes no sense if you have a mandatory seat belt law and are not selling permits to get out of that! It is just a way for the state to say that they are more concerned about the mythical health care "burden" of riders than they are about the riders themselves. I have not heard any state claim that seatbelt laws were enacted to save money. It is simple discrimination by the non-riding majority. It may not even be intentional, but it exists nonetheless. I wouldn't hold it too hard against the state. Each state has their own illogical ways of weaseling more money out of us. Here in NC, we get taxed on a % of our vehicles worth every year. This is a property tax (like your house) and separate from the registration. You also pay a fee for an inspection each year that is an absolute joke. At least the motorcycle inspection is only $10. The car costs a lot more, as it includes a worthless emissions inspection. |

I like how at least there is a two year period before a new rider could get the permit. Also will the permit be a method to identify who isn't wearing a helmet to the insurance companies? -Just another method to tax the people |

This is a way to take advantage of those people who do not want to wear a helmet. I do not not support ABATE becasue they say that a helmet will do more bad than good in a accident. But I do belive in adult choice weather good or bad and if I can buy a permit to not wear a mandated saftey device, like Mike J was saying, why can't I buya permit to not wear a seat belt or a permit to beat someone up. I mean there all laws and if I can buy a permit to circumvent one why not all?

I don't see the fuss. Ever worked in an office that had $5 casual Fridays? I had to pay to get my concealed weapons permit in spite of the fact that I have a constitutional right to carry firearms. I have long wished that there was a "speeder's pass". I would like to pay an additional $150/year to receive a pass to ride/drive as fast as I'd like to. Not wearing a helmet usually has the largest impact on the rider only and virtually no impact on anyone else (besides family members). At least you have an option. Most states don't have that option. I think the biggest problem with enforcement will be with visitors from out of state. If I didn't want to wear my helmet in MI and I didn't want to pay the extra money, I would probably just take the ticket and not pay it. Historically, economic ability has never withstood the scrutiny of equal protection. |
