I have a WP rear shock, and the spring happens to be ugly and white.

Is there a (spray or brush on) paint that will stick to a spring (after I sand it)? Something that will hold up to the movement?

If not, would standard powder coat stick to it?

For all the more a coil spring moves nearly any spray can stuff will work when properly prepared.

Powder coating is a great option for springs.

These guys say their stuff is flexible and works well on springs, although I haven't personally painted a spring with it. I've just painted an S1 frame with it and it certainly seems to be very hard and chip-resistant. Goes on nice, too, very nice flow-out and gloss with the "hardnose" paint. I'm going to use it on some other projects based on my positive impression so far.

Mike, if you'd like, I've got the stuff we can paint it with. In the grand scheme of things, I don't think a spring would move enough to crack/crinkle the paint. I've got a pint of black paint and some flex additive left over from when I sprayed some parts on the Focus. We could also just get any color you want, but you'd have to buy a pint...
