I replaced the front rotor on my m2 the old one produced vibration at higher speed heavy braking. The new one is slightly out, as in it hits the pads lightly at one point when I spin the tire around. I rode it and it seems fine, is this normal or acceptable?

No its a follow up, before changing rotor the pads dragged consistently around the rotor constant light contact. After replacing the rotor they only hit or drag at one point during rotation as the wheel turns like the rotor is very slightly out. Im wondering if there is a run out spec or another spec I can have checked as I have access to micrometers

Assuming that your runout is not an affect of another problem (wheel bearings worn? front axle straight and proper torque/seating) and the rotor is properly seated, my X-1 shop manual shows:
Minimum thickness of 0.18in (4.5mm)
Lateral runout of 0.5mm (0.0197in)
Radial runout of 0.45mm ((0.0177in)
