Let me guess - the speedo drive box and cable from a carbureted S3 is different than the S2 and it won't work with an S2 speedometer.
It's either that or I'm hopeless at seating the cable.
I kind of hope that I'm hopeless at seating the cable!

What doesn't fit, the gauge end?

Is there a piece of the old cable stuck in the gauge?

It fits in there but it doesn't appear to be seating into anything.
When you spin the wheel the cable rotates but when you go out for a ride the speedo isn't spinning.

Do you know it's a good cable? If you spin the wheel end (uninstalled), does the gauge end spin?

Could be a bad drive, could be a bad cable...

Mark Twain was right: God must love stupid people because he sure made a lot of them.
The drive tang slipped when I was bolting up the wheel and I didn't notice it.
Much wasted time later, the tang is back into shape and where it belongs and problem solved.
Time to give the old girl a good cleaning and when my "new" air filter arrives I'll snap some pics and do a write up.
It's been a project!
