That's a great question. I'm guessing the latter, in part because he's playing a long game.
I also continue to work on the belief that letting justice "take its course" in this regard involves Nunes, Grassley, Goodlatte and Horowitz, in that order. By the book, in other words, to increase the odds of successful prosecution when that time comes.
At some point Mueller "exonerates" P45 and Sessions gets to come out of hiding.
Things should get very interesting after that.

He's proven he can get things done (odd, since he sucks at politics...). However, his proposal poses an interesting challenge for the dems: a pathway to citizenship for an estimated 1.8 million illegals, but in return he gets funding for the wall and an end to state-abetted illegal immigration.
The dems are between a rock and a hard place.
I.e., the art of the deal.
The biggest problem remains low information voters, the legions of brainwashed by the leftist media propaganda.
Major challenge, to be sure, but he's well into the "correction" process in terms of neutering Pravda. I've already seen progress in this regard, and expect it to continue.

I agree FB. The mid-term election is key. Historic trends have the majority party losing seats/control. I pray that trend does not manifest this coming November, the memo may be key to assuring it doesn't.
During the Trump SOTU speech Pelosi sat, scowled, and picker her teeth. She sees the writing on the wall.
Would that some investigative journalist do an exposé on Pelosi and other such wealthy political swamp creatures. From my perspective, they are like comic book villains in real life.

NBC cut to Pelosi several times. At the beginning it was reported that she was waving her arms trying to get some in her camp to not applaud. She came off as a heckler. That picture is the least nasty of all the looks she had whenever they cut to her. Would have been interesting if they had a PIP camera lock on her for the whole speech. Ugly outtakes that would haunt anyone else.
Having classified mail on your bestie's husband's laptop, a felony, is to be ignored. As are the classified documents on your illegal private server and covert illegal messages from the President...... and $145 Million in bribes from Putin associates isn't newsworthy.
The republicans will lose seats. To expect otherwise is just setting yourselves up for disappointment. Every House seat is up, as usual, and Democrats are energized in their resistance to Trump. So Republicans will most likely lose seats in urban/suburban, typical Dem areas. The question is whether or not they can keep control of the House.
The Senate is a different question because the Candidate has to appeal to the entire state and there are seats that are coming up in states that Trump won. Look how Manchin has been behaving, actually sounding reasonable lately. The Dems also have 24 Senate seats up and the Republicans only 8. So things look much better in the Senate than in the House for the Republicans.
I can see a scenario where the Republicans lose the house and keep the Senate. If they Keep the House, it might be with a smaller majority.
Anyway, I think it would be wishfull thinking to expect the Rs to pick up seats.
If they lose the house, Trump's agenda will stall. Pelosi managed to do nothing other than pass obamacare while she had the gavel, and her guy was in the whitehouse. Imagine her recalcitrance with Trump in the oval office.
