I can't get my 96' S1 gas cap open!

penetrant/lubricant from autozone may free you up. locking cap?

Does the top flip-up lock thing just spin around in one place and the cap won't lift???
On the inside the plastic gets stripped... happens a lot and did to me. Though I inherited mine from the previous owner of my bike.
You may have to unscrew the whole ring and pull it off then unbolt it from the underneath where you'll see the problem.
Or if it lifts a little you might be able to get a flat blade screw driver under there to move the plastic. But, that's just a guess.
New caps from HD are $50.

One, is the cap still in the ring that removed??

If so, just unbolt the black plastic part from the cap.

Re install the ring.

Re install the plastic piece onto the cap.

Shave down the sides a bit at a time till it fits smoothly back into the ring.

+1 on the lube. Mine used to stick when I'd come back off a deployment after not having opened it in several months. Shoot a little lube in there and give it a minute to free things up.

I hate these caps. Might be the worst designed gas cap ever put on a motorcycle. Has anybody replaced theirs with an aftermarket cap and ring that works better?

I had to remove the ring when it happened to me and I still carry a small allen wrench in case it happens again.

Once apart, nothing was broken, I just needed to tighten the nut a touch on the shaft that holds the locking tab.

More of an adjustment than a repair.

This also happen to my gas cap ...

Was lucky to get off with out a major take apart ...

Used my DEMIL to trim until enough was removed for proper clearance, no problems since ...

The tension that holds the cap down causes the tank ring to deform over time....

Gentle, subtle persuasion of the "lips" in the tank ring (If you ever get the cap off) can resolve the issue. Go too far and it won't lock down.
