Technically the Russian Federation was no longer a Communist Slave State, in 2005, and the investment was approved/finalized during the Bush the Younger administration. ( or before, these things take time and often bribery of Congresscritters. Not to mention the Clintons, & I have no evidence that could convict them in my possession, really, none )

That admin. had mixed results trying to support a free Russian nation. So has everyone else since the Iron Curtain fell and the rotary air circulation system splattered the results of Communism.

Arguably the base problem is a country with no history of free elections and a representative government. Even the most freedom loving tend to want a Strong Man to fix the broken system.

Nevertheless, between a lousy investment climate with baksheesh to get anything accomplished, and an unfortunate irregular expansion of NATO as the Former Slave States desperately try to avoid reconquest and a return to prison camps, Russia didn't get the bootstrap support it needed to upgrade from hell on Earth to First World Economic Power.

When your country is run by the "Mafia" and the even more ruthless former KGB, you have a hard time getting stuff improved.

To be fair, Russia has been a problem since the Germans sent Lenin from jail to wreck the Eastern Front in WW1. Aside from a missed opportunity in 1945 when we should have turned Patton loose ( before his "car accident" ) there were just too many commie a holes in our government to allow an intelligent relationship.

In a way, I really understand Vladimir being furious with the Leftist Party USA for making him the Bad Guy in 2016 with Hillary's Campaign Lies. Then Barry & his fellow commie minions & the Biden* Occupation with the Same staff in large part, continues to talk trash about Putin.

At least the Bad Orange Man was a straight up deal maker, if excessively arrogant and bombastic.

Barry made a lousy ( for us ) deal to give Putin Syria and Crimean Ukraine warm water ports, in exchange for aid with the Iranian Mullahs and keeping poison gas attacks quiet during the ongoing Civil war. ( some of the stuff was Saddam's gas sent over before we freed Iraq, but most, apparently, home made Chlorine gas barrels. )

Joe* is currently asking the Putin regime for help with the Iranian Mullahs while trash talking in public. ( and like Barry, screw the Iranian People )

I wouldn't trust the Joe* crew about anything. Vladimir sure doesn't.

I know a retired Marine avionics guy who thinks the reconquest of former Soviet slave states is a logical reaction to corruption from the West, for example Bribing Joe* with a "don't show up and pretend it's a job" monthly check, laundered through the crack head.

Why Russia is just as corrupt today as in the Soviet era is certainly partly "the fault" of Western businesses that had no choice but to go along with Putin's peers, the former KGB and hostile take overs in the Russian Mob. If McDonald's and others had refused to play ball, there might have been enough pressure to clean up the corruption. But then Burger King etc. would have been able to beat them into a new market.

Then there's the Clinton & Biden crime families taking huge bribes from Ukraine's previous regimes, Russia, China, and the drug cartels.

Heck, you can argue fairly convincingly that Putin literally didn't murder Enough of his KGB/Mob/oligarchs. I'll skip any possible parallels in the States. Especially since I have No Evidence to Convict Hillary. : )

And the idea that things would be better with more ruthless mass murderers in charge is fundamentally flawed, one of the Great Mistakes throughout history.

The basic lesson is "don't give The Russian military anything nice, since they will steal anything not welded down and not fix anything they break."

I will point out that We, the United States, gave them literally ship loads of trucks and airplanes, plus ammo & food. So it's not that Russian mechanics suck, per se, it's that Russian Officers suck.

They shot down a lot of German fighters and bombers with P-39s, and they were state of the art hardware that often had to be kept running working from the cartoons in English/American printed manuals. The American practice of writing manuals for farm boys who grew up with tractors AND city slickers who never looked under the hood of a rich guys car, turned out to be pretty smart.

From ancient times, the Age of Sail, through WW2, the most complex, largest moving machines on Earth, and deadliest weapons, were battleships. The Fleet Carrier gradually took over the top spot, and arguably holds the record today. ( competing with nuclear ballistic missile submarines )

It's ironic that the largest submarines, the deepest diving attack subs with Titanium hulls and missile battlecruisers, are in a Navy that has an international reputation for having a hard time keeping ships afloat and reactors leaking so badly you can follow both the ships, and the crews ashore, with radiation detectors.
