You can safely downshift without clutch.

During the stage of the “breaking S2 Handlebar” ... I found myself holding an unattached bar in turn 3 at Heartland Park Topeka.

Fortunately, when the S2 bars broke ...they “telegraphed” well in advance as the weld progressively failed and the bar became loose.

To downshift without clutch you need to close throttle, press the rear brake lightly, wait the lowest RPM, keeping light pressure on the rear brake open the throttle and push the gear shift foot pedal down at the same time, then do the same up to 1st gear, then you can just shut the motor down at lowest RMP at 1st gear.

Me, in that situation, I'd just clamp down real hard on the front brake!

You'd still have to find some way to hold the left side of the fork steady. Braking is going to throw your upper body weight forward, and if you're only holding on to the right handlebar it doesn't take much imagination to guess what happens next...

I’d suggest the tactic I employed. . . . Slow and stop as safety as possible and summon help.

The entire shifting and handling dialogue would lead the unknowing to assume great lack of sense, judgement and intellectual capacity.

I had a clutch cable snap on my GS750 with a passenger on the back. Slowed & shifted fine, and only had to duck into one parking lot to circle until the light changed, although I did ride home on a convoluted route with low speed limits and few lights. I admit I ran every stop sign, but only after slowing to a near stop & did not cut in front of anyone.

The one time I had a bar break, the left, coincidentally, the controls were intact so I just held the broken end and was able to clumsily shift & start/stop.

It's possible, but awkward, to ride with only one bar. I understand counter steering, and have ridden enough that I have some experience one handed, albeit, the dominant right hand on throttle.
