First, how does one convert the turn signals to work as running lights? Saw mention on the board, but not an explanation.

Second, the repair manual makes reference to the turns signals being self-cancelling at one point. Mine sure the hell aren't (not that I'd ever forget to turn them off, of course). Are they supposed to be?

"Signal Minder" by Kisan. They have a web site and others also carry it (do a web search).
It'll cost you about $100, is easy to install but you'll need a wiring diagram and/or test light. Has several different running options along with springs for the turn signal switch that eliminates the need to turn the switch back (though you dont need to install the springs).
There are other conversions out there, but this seems to be the simplest (HD's have a simple plug in conversion, but I havent seen that available for anything else).
You could of course re wire the bike, if so inclined.

I dont remember reading in the manual about self canceling turn signals (page number?), perhaps they mean cancel them yourself !

The 2002 Buell: P3 service manual at page 7-59, section 7.25 says,

"Circuitry in the speedometer also conditions the sensor input to provide an input to the turn signal canceller."

Thanks for the info on the running light module!

Interesting wording!? They are not self canceling, perhaps they just mean the dash light that lets you know the turn signal is on.

Module is running lights, auto turn signal canceler and emergency flashers!
