UNDER THE STOCK SEAT THERE IS A TAB BOLTED TO THE CENTER OF IT, WITH THE GRAB STRAP.
WHAT IS THIS FOR?

I think there were 3 different seats used during production. If I am imagining your seat correctly, that bar hooks onto a tab on the bike. Can you post a pic?

yes it did ,, some bikes got the tab on the bottom but no bar on the bike,, and lots of early fiberglass seat pans got replaced with newer plastic seat pans, the extra strap was kinda an added safety feature to keep the seat form " lifting off the bike",, i have ridden with out it for years with no ill effects.

I removed all the stuff years ago and edged the bottom of the seat, and the body with velcro.
