I agree GDP is the wrong figure. There are others, some, like U-6 unemployment, would need, not a reversal, but a notable slowdown in growth to be considered a success. ( while that may sound wrong, the previous guy claimed huge victory for slowing how much he spent. While that annoyed me, It may be valid )
Middle class income would be a good one. It's been going down, going up is obviously a win for the New Guy.

Settle the terms, settle the ways to win, THEN deal with amounts and means of payout.

I thought of a "metric of success" for this, for any administration.
Hours flight time per month ( training ) U.S. armed forces. Air Force, Navy, Marines,& Coast Guard.
The secret to success and safety in flying is practice. You practice landing, precision flying, switchology, & recovery from unusual attitudes. Or you lack the skill to safely do the job.
It's been years since I last flew Instruments in blackout conditions. I feel confident that I can keep the bird in the air, even now, but have doubts I could do a properly precision job under air traffic control while using an unfamiliar radio setup.
If that sounds weird, consider how many yards at 70 mph you would travel, head down, texting your anticipated arrival time on an unfamiliar flip phone. ( no touch screen )
Now add a dimension, double the speed, & you need to make precision turns as told on the radio, to avoid 737's, when you can't see outside. At all.
So training time for fighters, tankers, etc is a vital metric for national success.
I'm on an oil-burner route here in SW VA. Over the past eight years the overflights have dwindled to near zero. Used to get A6's of some variant ALL the time, some FA-somethings, and lots of Ospreys (you can hear them thump-thumping from miles away; the jets warp by so fast and low, half the time I don't even see them).
It's interesting you mention this particular metric, because I fully expect my near-daily air shows to resume under President Trump.

- Defend the Second Amendment of our Constitution. The right of the people to keep and bear Arms shall not be infringed upon. Period.

- Enforce the laws on the books. We need to get serious about prosecuting violent criminals.

- Defend the rights of law-abiding gun owners.
- Military bases and recruiting centers - to have a strong military, we need to allow them to defend themselves.
- National right to carry – should be legal in all 50 states
- Background checks - we need to fix the system we have and make it work as intended. What we don’t need to do is expand a broken system.
- Gun and magazine bans - the government has no business dictating what types of firearms good, honest people are allowed to own.
I'd love to write the core of the "common sense" gun control legislation. ( lawyers would have to translate it )
Basically I'd roll back the regs to 1934 & make them min-max. No more stringent laws allowed.
In what might be horrifying to pure libertarians, I'd keep the tax on machine guns and make the vetting process slightly more difficult. Otoh I'd dump the restrictions on new guns & almost all import bans. ( there was a stash of pretty fresh Garand rifles in S. Korea that Barry the Weasel wouldn't let get into the NRA marksmanship program )
Federal concealed carry law would be simple & will issue. Felons would have to sue to recover their rights but cost & process would be "cheap or "free""

Another Promise Fulfilled – President Trump’s Temporary Halt on Refugee Influx and Seven Nation Visa Suspension By Sundance, 01/28/2017
In yesterday’s executive action (full script not yet released) President Trump suspended the visa travel program with Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen for 90 days in order to assess the screening process for immigrants, and visitors.
Additionally, as reported by Reuters, President Trump put a four-month hold on the State Department refugee program, while the vetting process is reviewed and security practices put into place to enhance the screening process.
The reaction from the left-wing open-border globalists was entirely predictable. However, even though their response was predictable, it is still incredible to see the complete lack of cogent understanding within their arguments. This quote from CAIR is a case study in abject moonbattery:
