I was unsuccessful in my search so I was wondering if anyone else has run into this problem. It occurs on both hi and low beam
while driving at night, my light drops in brightness, then slowly comes back up to normal, then drops in brightness and keeps repeating this cycle. At the lowest point I can see about 30 feet in front of the bike but not much more. I do have an Halogen/Xenon H7 bulb for my low beam, but have the stock bulb for my hi beam.

Elff - Had that problem once, just before the bike wouldn't start the next time I stopped. Check your battery cables for tightness. If they are significantly lacking in tightness, some may need to be added.

I've had that happen before. I discovered the battery wasn't holding its cahrge very well, so I replaced it and the problem was fixed. Check for loose cables and the like before springing for a battery first.

I've also found that a loose battery cable will cause this effect.

Might want to also check the white headlight connector near the steering head..unplug it and check it for heat damage. I found that with higher wattage bulbs, this connector can't handle the additional draw.

In addition to the battery cables, check the ground connection at the front base of the steering head.

the Harley store has very Hi quality batteries, and at a good price. if they seem confused, see if they will sell you a V-ROD battery, they are equivalent. try to get a fresh one, not last years. they dont store well.

Same thing happened to me. Check you cable connections on your battery.

The positive terminal was a little loose so I cranked that down and so far so good.

The bike also seemed to start quicker which I guess should be expected.
