so when i bought my bike the previous owner had the forks polished and removed them and got them done but when he put them back they werent put on so tight. so i lifted the front end and tightened them to the set torque value. but yesterday i was just riding off and did a little wheelie and when it came down it hit pretty hard and now the front end is lose again. i dont mind tighten it again but is there anything i can do to make sure it doesnt come lose again. like maybe make it alittle tighter or something but im not sure how tight i can make it pass the torque value.

The problem with polishing is that if done too much it decreases the diameter of the forks, could that be the problem?

There is a loctite product designed to glue "things" into other things where a friction fit or clamp is normally enough, I forget the number but if you find the product I bet it helps solve this issue.
