Does anyone know how I can get my hands on a good voltage reg. Is it very common to have to go through 2 or 3 VR to get one that works?

No, there probably something killing them.
Your VR dying sounds to me to be a symptom, not the illness.
Check to see if you stator is healthy.

The more common problem is Connector 77.

The stator is new and seems to be working fine 13.8 at idle and 26-35 vac off idle.
When I check the output from the VR to battery it is only 3vdc. I am stumped the stator, VR, and Battery are all brand new the fuses are good and there are no wires going to ground!

Is the VR to chassis ground mechanically clean and sound?
