my drive belt is running of the sprocket with + - 4mm on the back ,is that okay

Mine typically has about a 2mm +/- gap between belt and inner flange of rear pulley - been that way for some time. Not sure what acceptable gap is, though, sorry.

how tight are these things supposed to be? Mine has ZERO play... new belt from HD... any ideas?

Unless the belt is fraying at inside edge or trying to walk up the flange, probably OK.

The belt is directional, meaning the teeth are slightly pitched so that the belt will pull itself toward the inside of the sprocket.
Standing on the left (belt) side of the bike and looking down at the belt, you should be able to read the writing, if you can't, then take the belt off and flip it.

You should be able to read the writing right side up, if the writing is upside down then flip the belt
