Without getting into useless detail its called a moire. Photoshop and most other image editing software have a filter to remove it. You got lucky and found the right angle!

I might buy that bike. I'd mount a set of those colored tires, set the idle at about 500 rpm and then go cruising. When I'd ride by everybody would point and say, "Hey, look at that guy. What a dork!"

I can't tell from the pic but does it have forward controls? And I'm thinkin' it needs a ducktail front fender to compliment that rear fender.
Oh, and some tassels too.

It almost looks like a Vmax. What it needs is fully shrouded Indian Chief style fenders. That would finish the look.
