I suppose he could have had it as a memento from a Grandfather or such, so it had sentimental value as a suicide gun, although the odds are much better it's a toss piece. Far more cops have them than you want to believe. You take a gun off a guy, use the threat of jail to get him to be an informant, and if the numbers are clean, tuck it away for that rainy day when you shoot someone who turns out to have had keys instead of a Glock.
