This seems to be a classic conservative/liberal dichotomy. Both sides see a failure of government policy. On side sees the solution as elimination of the failed policy. The other side sees the solution as expansion of government programs.

Has a failing government program ever been saved through expansion?

I don't see the big deal here. This is a great program and needs for all 50 states. Lack of education to young people have resulted in early parenthood and abortions. No, I dont have the numbers in front of me, this is just an assumption made with common sense

(I KNOW I knew by 9, but suspected as early as 6 - growing up on a farm is a fast education about 'husbandry' )
