The news crew should have done a little more research.
Patriot missiles are surface to air missiles designed to take out aircraft by detonating within 50 feet of its target and take out its airframe, and wings. Not necessarily designed for direct hits.
Our success in the gulf war knocking down scuds was entirely unexpected. Although its accuracy was appreciated by all in my unit.
Missile to missile? Just an unexpected bonus!

Those were first generation. Later iterations of the patriots were designed to be an anti ballistic missile missiles.
