Looks like it works great (as long as you don't turn or go any faster than a walking pace)!!

Seriously, I bet it was an interesting purpose-build. That purpose being: Not intended to be ridden. Even on the shallowest of turns, the "rims" looked like they were hitting the ground. I bet it was a fun project - lots of 'challenges' to get it to come together.
