It doesn't work quite like that.
It knows if you've already voted. If you vote again it doesn't count the second vote.

it lets you vote, but it does not actually count it again. it knows your IP

I could set up a proxy system that lets me vote 50,000 times from different IP's around the world, but with an honest vote it is 73% when I clicked on the button.

Actually, it goes by more than just IP. I think it sets a cookie because it counted my votes from IE8 and Seamonkey from the same computer.

At home I have three computers all connected via router to the internet. External sites only see one IP address but each of the three computers was able to cast two votes (one per browser).
