Alright, I have to chime in. I live in the Chattanooga TN area. Winston, the dog, never had an incidence before this. And given that the Chattanooga Police Dept is KNOWN to be one of the most corrupt law enforcement agencies in the Nation - I say Winston is a hero. You should have seen that sweet thing licking his owner's face when he was freed.

My Rot chewed the bumper off a car once. He was a puppy, and the car was in range. Puppies chew things. Pig puppies chew big things.

I don't know whether this dog is under two years of age. Wouldn't surprise me.

what justification would he have for shooting the dog?

stop driving back and forth like and idiot pick up your radio and call animal control, turn off your engine and wait... the dog may even get bored once the engine is off and the car isn't moving.
