Ok... I wasn't going to post about this, but now I am fairly disturbed. My neighbor is a drunken retard. Yeah I know that is not anywhere near politically correct... Last Monday night I get home from work around 630 and he is in his apartment screaming at the top of his lungs that he is going to kill somebody... not just talking, mind you but screaming holdy bloody ••••••• rage about it... for fifteen minutes... so I called the cops and they went in there to have a chat with him... Three of the police showed up and when he answered the door he was yelling "What are the charges? What are my charges?" They were like, "Hey buddy, it is ok we just want to talk to you..." So the cop knocks on my door immediately aftet talking with this guy.  They said that he is completely inebriated and all worked up, but he is not a threat so they will leave him be... unless he goes off again... then they will come and drag him off to detox... So about five minutes later this douche bag is knocking on my door... I am like WTF!!! I should have called the cops back to haul him off but it was near 8:30 and I had to get up at 5 am the next morning. So I decided that I would wait and if he knocked again call the cops... Well 15 minutes later I hear this paper shuffling... I am mortified, but I put in my earplugs and go to sleep... only to be woken up by the guy two hours later cause he is ranting again... My landlord said he will evict him... Next morning I find the note in child's scrawl saying this... "I GOT THE MIKE JACKSON VIDEO, I AM SOORY, MY NAME H**** PLEASE JUST TIME H****". So I feel sorry for him... Today I checked his criminal record on line. Here is what he has got. Yeah it is him cause he has a really weird uncommon first name and all the charges are in Dane County: 2009 Disorderly Conduct 2008 Disorderly Conduct 2007 Battery Class A Misdemeanor 2006 Small Claims Eviction 2006 Small Claims Eviction 2002 Battery Class A Misdemeanor Possession THC 2001 Battery Class A Misdemeanor 1998 Small Claims Under $ Limit 1998 Court Injunction Against Certain Conduct 1998 Court Injunction Against Certain Conduct 1998 Substantial Battery Intend Bodily Harm Class E Felony 1997 Harassment 1997 Theft Movable Property, Posession Drug Paraphenalia, Disorderly Conduct, Class B Misdemeanor So I call my landlord. He gave him a five day notice. Next incident he can give him a 15 day notice. Third incident he can boot him out with the 30 day notice. I am sending the landlord the note and police report if I can get it and a letter... but besides buying some pepper spray what else can I do??? I mean I don't want to have to •••• the guy up if he attacks me, but I would if I had to! I just want some peace and quiet and to not get hurt. | ||

Background checks aren't perfect either. My dad started checking people he hired at his shop after getting ripped off, and one of the new guys came back squeaky clean. Turns out he was a pedo, and due to some kind of legal paperwork it wasn't 100% official and never showed up. Needless to say, once it became official fliers got handed out all around town indicating that a pedo moved into town and was working for my dad. | ||

what ever happened to disturbing the peace laws? I know in Baltimore its 24 hours and you can have them arrested for that. And be careful on using the pepper spray in a closed area and if he is drunk it will piss him off more. So if you're gonna spray him get out fast. | ||

Your local military surplus has lots of other "toys" to deter nutjob behavior... Do you know any of your other "sane" neighbors? Have they observed same nutjob behavior? Do some recon when you can, know as much as you can about the nutter's daily habits... When I went to the Cherokee rally, one of the vendors there was selling several varieties of those "stun" guns- they had a good pitch, said that attacking dogs would immediately stand down when they heard that "zap zap" noise. I have around 5 years of martial arts training... but you never know when someone will pull something bizarre... about ten years ago a paranoid schizophrenic guy dropped 5 gallons of gasoline on people on a city bus and lit them up... that was really messed up... I wonder if he has a parole officer... how long would he be on paper for the felony I wonder? | ||

Background checks AND references - or else you gotta accept the nutcases like Char's neighbor. A long time ago, a buddy of mine told me to be on guard when renting from a place that DIDN'T do a serious background check and ask for references. It is truly a discriminator in selecting a rental place. | ||

Pepper spray is a funny thing, some people it hits like a hammer, others it simply irritates or makes them more angry. Supposed to be effective on 80% or so of the population. In my experience if someone is already fighting and got the adrenalin going it tends to be less effective. Also can be less effective on mentally ill (I emptied a large can on a guy in a cell a while back and had to let him simmer for a minute before he became compliant, later found the facility moved him to our mental health section) and if someone has been sprayed a number of times in the past they build a tolerance to it, different formulations can add bite back to the stuff though. Be ready, use those martial arts - speed and violence of attack can save your butt, I suggest grabbing by the throat and driving to the ground, then deploying pepper to add to his discomfort, and make him think twice about future episodes. Time on paper will vary case by case, some people just do the time and come out off paper, others bounce in and out of facilities until the judge deems sufficient time served. Regardless, he could be on paper for any and all of his more recent infractions. The guys at the local jail probably know him, even if the general system does not. Sucks to have to be on your toes at home, I have had a few neighbors that knew me from work and thought I'd be fighting them on more than one occasion. They tend to move on fairly quickly though, especially if you make life uncomfortable for them by letting them know they're not welcome. | ||

I had a guy like that next door at my last house. Actually he would tell me he was working for the FBI and that they would leave notes for him in random places around the neighborhood. He "stole" a plaster pedestal off of my front porch b/c it had one of the "notes" on it. I told him and his brothers (all lived together) that with my wife and new born son inside, I WOULD NOT take any chances, that there would NEVER be a note from the FBI at my house and that if he was to ever show up looking for a note again I would have a shotgun in hand. It was my motivator to sell the house and buy elsewhere. | ||
