Bike is a 96 S2T with a stock CV40 carb. When I turn the gas on it flows straight out the vent tube (on the lower part of the carb). I did not see anything out of the ordinary when I had it apart. Could the acc pump be getting stuck? Could it be the float bowl? it seemed to be with spec as well.

Found the problem, it was the bowl drain screw not seated all the way. When I tried it while the carb was on the bike I could not turn it. When I took the carb off again I was able to seat it better.

If it's not the bowl drain screw, then proper float level is the next thing to check followed by checking the condition of the float shutoff valve & seat.
