So I drained my gas tank and removed the petcock. In the center hole there remained a plastic tube that sticks out about 1/4". Was that supposed to come out with the gas tap and just got stuck or for some reason to remain there?

That bit of pipe is the main feed for fuel. Without it, the main petcock position and the reserve position will run out of fuel at the same time.
When I bought my 1997 S3 the internal filter, which screws onto the petcock around that tube, clogged. Since then I remove the internal fuel filter and run an external fuel filter, similar to the ones used on the fuel injected motors.

It was the screen that got stuck there. cleaned it up and screwed it back on
