This is the first time I ventured to this side of the forum, and I don't have any knowledge on any Buells besides my XB, so please don't criticize me for asking a potentially dumb question.

Looking at the S3 and the S1, they look to have the same frame, but different body and controls, exactly how different are they? Is there a different tail frame or is it all one tube frame like a monster?

yes they can be made near the same with a little modification.
the frame and tailsection of the frame are all one piece.
the footpeg locations on an s3 are lower than on a s1.

Also, as Cyclone said, the frame is all one piece. An S1 tail section is much narrower and will not fit over the S3 tail framework without cutting and re-welding.
