Welcome to the BadWeb!

If you have replaced the TPS, you will need to do a TPS reset before you can have any idea of what else is going on.

If the bike is new to you, it might do to consider that nothing on the bike is as it should be. So check everything - timing, plugs, battery condition and connections, ect.

If you haven't already done so, the factory service manual is a must, IMO. It also has a section on how to get the fault codes (if the Check
Engine Light) is on, and what the fault is.

As to the 4k rev limit, there are things to check that could cause the issue, but I would wait until other repair/maintainance items have been checked before working on that.

As an aside, do you happen to know when or if the intake manifold gaskets have been replaced? Given the bikes age, that may also be an item that needs checked.

One step at a time. Hope this helps, Dave

When used via Windows 98 and Windows XP the d diagnostic tool in question does wonders.
We've paid HD for the TPS calibration 1 hour(SMH)labor the bike came in Hot, let it cool off save time and $$$ on labor the tech goes for the ride then sets idle. The procedure "TPS 0" set when DDFI is cold.
Uhhh...to shake hands with the brain, DDFI on 99's USB drivers are specific(TTL-232-5V-WE)goto..ftdichip.com Connecting via EcmSpy v 1.12.27 if you will

note:technoresearch has a tool it's VDSTS-Standard on a PC platform. Language-VDO-EFI V2.3
System Requirement:
-IBM 486 or compatible PC with a min. of 8MB of RAM although 16MB is recommended
-VGA Monitor, SVGA monitor or better
-Windows 95/96/200/Me/NT/XP
-Serial communication port
