I put new oil/springs in my forks, anyone know what the fork caps should be torqued to-this is the cap that seals the fork tube at the top of the fork w/ the o-ring seal and the adjusters-can't seem to find any torque settings anywhere.

Just tight is all you need. I don't claim to be Buell expert but I've rebuilt many forks in my day and I've never torqued the caps and I'm not sure you'll ever find a torque value for them. Unlike a nut and bolt, the fork caps come down solid on the fork outer tube, so once the surfaces mate you aren't going to be able to turn the cap much more.
