My 97 Cyclone rides very firm to say the least. The backroads around here are bumpy and the Buell is worse than my vintage 70 Triumph...And that's bad
I did the external adjustments to the front forks and it made a slight improvement.
The forks seem to have a lot of friction when pushing down. And I hear a clunking noise coming from the lower fork legs.
This bike has 12,500 miles. I don't believe the past owner modified the suspension.

It may well be that the previous owner had the suspension set up on the 'stiff' side. Look in the owners manual for the baseline settings, and see how it goes.

Before doing that, take a very careful look at the front and rear isolators - the rubber bits that support the swingarm/engine in the frame. And check that the front motor mount is not broken and the mount bolts are both secure and not broken.

If the clunking noise in the front end happens at brake application, the problem may be in the front rotor and its attach hardware.
