Im having a problem with the shifter not returning to neutral on an XB12; after the primary cover is torqued to spec. It is fine and works normally until the very last primary bolt is tight, then it wont "return" on its own. Any advice? I changed the shifter pawl with a known working one from another bike and same problem.

Could the primary cover be bent?

Check axial play of the shifter shaft. Many of these have too little. Often using an aftermarket primary gasket leads to sticking shifter shaft especially when engine gets warm. If axial play is too little material has to be removed from the inside of the primary cover where the shifter shaft boss runs against.

Check and make sure you didn't put the shaft seal behind the cover instead of in front of it. DAMHIK that one.
