I have power with the harness disconnected, 12v. With it connected it drops to about 4v. From the looks of it, the wiring goes through the starter relay. Is it possible that I have a defective relay even tho I can still start the bike? If I use my power probe to power up the lights they work fine. I see there is only one coil inside of the relay(at least the way the diagram shows.) Unless the coil connects to more than 1 set of pins. A normal spdt relay's coil would rest at 87a and 30 and when powered up it would connect to 87 and power the circuit. Not exactly sure of how the 1125 relay is wired.

connect the harness and pull all fuses and relays. Voltmeter on the batt term. Add one fuse at a time then the relays. Will help you determine which circuit/harness section is a problem. Now you will know what area to look for wire chaffing or end device that is shorting out. Could be the starter relay and it still try to start. Possible, but not likely. Now that I said that murphy's law says that is exactly what the problem will be. Check everything key-off then key-on. Hope this helps. Ohm to ground each terminal of the starter relay.

Yep it was the relay. Weird setup. The contacts that rest together power the lights, it opens to power the starter.
