Yes, but he was on a Uly, which means he had a good reason or reasons for his actions. Release him at once! And give him steak, Pinot Noir, pear salad and ice cream. Then back rubs. Tell him it's not his fault. The man was on a Uly.

In the mug shot the kid appears to have a live Ferret coiled up on his head. I believe that could possibly be the cause of the insanity.

is it just me but I don't believe the words "Highspeed" and "Uly" belong in the same sentience. Maybe because my Uly is packed to the gills when I take it out, with an extra tall wind screen that robs me of that extra 10MPH...
