In California I have had the CHP assign a new number to both a sandrail and a C & J framed dirt bike. Don't see why they wouldn't sign off on whatever VIN is on the new frame provided you have the proper receipts and forms from DMV. If the frame doesn't have a number, they attach a new tag. Of course Buell may refuse to sell one to you which is another issue all together...
