Air shifters as noted usually do not shift down. Solenoid shifters are not always positive shifting. They lack torque. I have a shifter made by translogic in the UK. While it is pricey, it shifts positively and has an ignition interrupt on it so that up-shifts are clutch-less. It operates via high speed linear actuator sourced from the aerospace industry. I operate it by push-buttons by my left thumb.
