Will I be able to get my bike registered here?
It wasn't sold here so it doesn't have the emissions can.
I need to have Cali plates to get a base sticker.

If it has over 7,500 miles you should be OK.
Are you military? I can't imagine a military base requiring CA plates since so many of their personnel will not be CA residents. (I'm retired) I was stationed at a couple of bases in CA and it was never an issue. They just wanted a valid registration to issue the sticker. If you are non-resident military you should not have to get CA registration.

My wife is military.
I have to get an emissions test to get the sticker.
Don't actually need Cali PLATES.
But I do need a emissions sticker to get a registration.

Well thats funny, as California does not emission test motorcyles, at least not until 2009 per my DMV office. If you are not a California resident, you are not required to have Ca plates. Now if she has California as her state of record, then yes it is a pain when it comes to tags and plates.

What base are you trying to get the stickers on? The only requirement as of last year for the whole SouthWest region of the Navy, is a motorcycle safety course and the proper required protective gear for your facility.

If this is an Air Force facility, things may be different, but I am in the Navy, my best friend is a Marine(same service technically), and another buddy is in the Army, and we all have the same requirements.

Let me state again, I do NOT believe it is California requiring the Smog test, so you may want to ask some more questions, as all services have exceptions for out of state resisdents/transferies in regards to these things.

No smog testing for bikes in Cali (I checked into this last year in hopes of moving out there)

I thought you only need 7,000 Miles on the bike to "import" it to Cali.

And actually, you don't need to have the mileage unless you are a Cali resident purchasing a non Cali vehicle. If you are moving to Cali, the requirement is waived if you can sucessfully express/convince the DMV that you did not have prior knowledge of your move to the State (that it just turned out that way - you had not planned it prior to purchase...). IF you need smog hardware just to pass, let me know and I'll just give you my stuff that I pulled off of the racebike. You shouldn't have to have it unless they're starting a physical inspection.

Can't stand the thought of a fellow Bueller having to spend good money on the POS charcoal cannister and hoses.

No smog tests (yet)

I don't really know.
We are Air Force and my plate runs out in Dec.
My wife said to get a BASE sticker that I have to have the bike registered in Cali and to do that you have to pass a smog n noise test.
Mabye I should just make a cpl calls myself and find out whats what.
I could always re-register it in North Dakota but then I'd have to go to the copshop every 30 days for a pass.

I am prior air force, and as far as I can remember as long as it has proper registration and insurance, motorcycle safety course you can get a sticker. I doesnt have to be a certain state. You can reregister it in North Dakota and still be able to get a sticker. Unless they changed the rules. Where are your vehicles registerd California or somewhere else. The stickers for bikes usually have the same rules as cars, just a few extra for safety purposes.

Don't forget that CA has a ruling on Transient Motor Vehicles.

In essence, if the vehicle will be in CA for a specific period of time or more, it must be registered in the State.

This used to really tick off the vendors at the annual Sawdust Festival in Laguna Beach each year as it was an art festival that drew artists from all over the country and lasted longer than CA's time requirements for registering a vehicle in the State.

I suggest you look at that requirement rather than the emissions thing as it is more pertinent.

You won't have a problem. California defines new vehicles as having less than 7500 miles, and used vehicles as having>7500 miles. California residents can not buy a new vehicle by those definitions and register them in CA. But Non-CA residents moving into the states can register a new non CA vehicle here when they move here.

You won't have any issues.

Uh, the transient vehicle registration requirement DOES NOT apply to millitary members on active duty stationed in the state of california, UNLESS the military member has california as their state of record.

Thats a military clause, something to do with the Soldiers and Sailors Act. We dont always get to chose where we are stationed, and the state has very little right to decide our registrations for us, as the military controls our residency.

Like I said before, as long as one of you does not have California as your state of record, you should not have do do any of that crap. MSF course completion, current insurance and registration (in whatever state), and proper Protective equipment with reguards to the requirements of your installation, you will be good to go. Go to you Security office on your base and ask them, as this is not a new topic with them, I assure you.
