ok, so figured that one out.... silly me reset the tps and fired it up... after a couple minutes of idling the rpms started to go up to 3000 then back down repeatedly on its own... is this a programed "learn: function of the ecm or is some other problem????

No, that's not normal.

Did you back out the idle screw all the way before you hit the TPS reset button in ECM spy?

yes, I backed the idle adjuster all the way out +2 more full turns just to be safe. reset the TPS twice, the first time with a warm engine, the second time I did it cold. I got the same issue both times... once the engine warms up to about 160 C or so the RPM's climb to 3000 and then come back down over and over again.... If anybody has an idea on this it would be greatly appreciated.

What was the problem in the first place?

well... plz don't hate on me too much...

My 06 uly sat outside for the last year and a half while I was living in an apartment. it currently has 56,000+ miles on it and now that I have a new house with a garage and all my tools in one place figured it would be a good time to do some serious maintenance.

Swapped fluids and filter, new plugs and wires, sprung for the rider comfort kit and installed that, new throttle cables and idle cable, new seat, new air filter ect...

went to do a TPS reset after all that and now this....

maybe I am doing something wrong???

1. back idle adjust all the way out + 2 turns.
2. ensure throttle is completely closed.
3. read and clear codes.
4. run diagnostics (I have some questions about this part as well)
4. reset TPS.
6. reset AFV to 100%.
5. start bike and adjust idle.

Then I let it run for a minute or two, the engine temp picks up and then the RPMS start climbing to 3000 and drop back to idle and repeat and repeat and repeat....

seeing as it happened both after a warm engine reset and a cold reset thought it was maybe the ECM "re-learning" and adjusting (I am just learning this ECM stuff) so I let it run for a couple minutes this time. I did notice that the fan was kicking on when the RPM's hit about 2200 on the climb, then cut out again when they came back down to idle, which I thought was a little weird because the fan usually runs continuously once the engine is hot. I know that I need to flash the ECM for fan logic now that the comfort kit is installed but one thing at a time right?

If it were me, I'd look for an intake leak.

"I know that I need to flash the ECM for fan logic now". No that can not be done on a 06 bike but do not worry on it.

If you did not do it remove the air box cover and the air filter cover to expose the rubber trumpet. Look down the trumpet then open and "flick/snap back" the throttle to ensure that the butterfly is 100% closed. Reset the TPS and the idle revs to 1050 rpm with the idle cable adjuster. This is the correct way to do it. Also ensure that your throttle cables are set up right IE Not binding, etc.

ok.... so re-flashed the original EEPROM that I saved before I started anything, turned off the active muffler control as I have a drummer can, then took off the new right-side scoop so I could see the intake.

started the bike, let it warm up as before and no revving to 3000 and back... sprayed down the intake with wd40 and no change in rpm's.... all seems dandy now with one exception... on decel the rpm's seem to take a while to come back down. should I turn on the fuel cutoff for decel???

I'll hit you up Tuesday when I get home (I got your PM), but your first issue was likely incorrectly reset TPS. The hanging idle issue is incorrectly set idle, needs to be lowered a tick.
