HD is telling me that there is a new part for the starter.

Says the new one is: 31390-91F

ANybody know what the difference is?

Same part, new revision. could be windings, could be bearings, could be they shaved an ounce out of the casing somewhere to pinch 1/2 a penny per unit.

in any case it should bolt right up to any XB, tuber, or sportster out there.

Dealer wants $522 CAD for it....
found it at HD in the US for $340 USD,
Ebay for $225 USD,
and here for $134 USD

I've been through two Rare Nippon(dense) starters. They are cheap. In my experience you need to check them carefully; that rubber covers for electric posts are not torn, that the paint and metal is acceptable, and that there is a good seal between the starter body case and the starter pinion bearing. One of mine leaked between that seal and dripped all sorts of case oil from between the starter body and the bike primary case. A dripping drag.
