I have a friend who has a 99 X1 that the RPM's will not raise over 3500 RPM's. I hooked ECMSPY to it and it isn't reading any trouble codes. I rest the TPS, and tried one of my ECM's and it did the same thing. It has fuel pressure as well, but I havn't eliminated the fuel filter yet. Any other suggestions?

WHat do you mean by "tried one of the ECM's'?
Did it start behaving like this all of a sudden?

Dont know a lot of details but from what my firend says it started doing it all of sudden or one day when he went to ride it.

Meaning I put one of my ECM's on it and it did the same thing so its not the ECM.

Intake gaskets are good

Sprayed starting fluid around them while it was idling and it didn't change anything.

This may sound elementary but with the bike off watch the throttle butterfly and see if fully opens as you twist the throttle. There might be a bind in the cable or the butterfly shaft might be cracked/broken. While you're in there, do another TPS reset and this time watch the butterfly to make sure it is fully closed when you zero out the TPS. Good luck.

At this point nothing is to elementary.
It is getting 100% TPS on ECM Spy but just out of curiosty i looked at the butterfly and it is opening all the way.

If I increase the throttle slowly and build RPM's it will start running like crap around 3200 RPM's but it will continue to build RPM's VERY SLOWLY. If I just grab some throttle and twist it, it will die around 3500 and shut off with a loud and thunderous backfire?

Sounds like it's not advancing the timing or something.
No advance weights in these bikes!
Perhaps there is not enough fuel pressure coming from the pump?

This may not sound intuitive but make sure your battery is good and all the grounds and battery connections are tight and clean. Symptoms of a bad battery/ground are sometimes quite unpredictable.

It's quick, easy, and cheap, and you needed to do it anyways, and that's what they love to do when the filter goes south...
