I have a friend's low rider here, its stock, just has pipes a k&n air filter, and a it usually runs well.
the problem is if you turn on the ignition, the fuel pump primes, instruments light and work, but.. the starter button does nothing, and the headlights do not come on. It has a new quality battery, I checked fuses, and wiring, all apppears good, any ideas on what could cause this?

If it has wiring similar to later Buells, it could be the starter relay that activates the circuits that enable the headlights and starter button. Try swapping relays around to see if the symptoms change.

I agree with Sparky. If it was a Buell I would say it is the starter relay, as when it engages it shuts off the headlights for a moment. It sounds like this one is "frozen" somewhere between engaged and disengaged, causing your no-start and lack of headlights.

Ty Sparky and Froggy, I pulled it and checked , and it appeared to function, with my 12v power supply, but sure enough, it was the problem, it does not work in the bike, and we pulled one from a roadking, and it worked, parts on order, appriciate the input, it helped, sometimes test equipment can fool you, and it threw me way off, I began thinking ignition switch,etc. etc, you guys saved a lot of wasted time.
