It's my understanding that my XB12 Lightning has or had a recall on the malfunctioning horn. Has anyone done a simple fix for this? I just want to get the bike inspected and not have to worry about my local shop keeping my bike for a week or two.

Its not a really big deal. Its just some wire thats in a bad spot and can rub the insulation off and cause a short.
It shouldnt take the shop more than an hour to replace the wire, assuming they already have the kit. All they have to do is remove the flyscreen and replace a harness if I remember correctly. I had them do my bike during a routine oil change.
