How Clean does the surface of the head need to be before i reinstall it. My motor mount bolt sheared off inside the head so i removed it and put a helicoil in it

Haven't done this myself, but I would think down to the metal. You want a solid/clean seal.

For a straight forward regasketing i use a new razor blade at a 45deg angle and carefully scrape the surface clean(in a parts washer,use some type of lube) the head gasket material will leave some residue but it's not worth damaging the surface making it perfect,a little scotch brite if your anal but be light. Give everything a wipe with some thinner or brake clean just before assembly.
Replace the base gasket you released the pressure on it, i recommend James silicon/metal gaskets.

For my KLR-250, it had to be not just clean, but polished to a mirror finish. 1200 grit paper sprayed with WD-40 on my table saw surface did the trick.

Any less then that, and it leaked.

The composite casket used in aircooled Evo HD engines is very forgiving

I just did all of my gaskets. Got them from American Sport Bike. Cometic gaskets with .03 head gaskets. A tad smaller than stock, but what the heck. Raise compression a tad, right?

Any crud left on the head or cylinder mating surfaces could cause a potential weak spot and lead to a leak.

I always make sure they're perfectly clean before I reassemble. I use a razor and then finish with a medium grit utility cloth. A little extra elbow grease now = a lot of happy riding later...

Got em on. Was impressed with how the gaskets looked. Haven't gotten a chance to ride it as the bike has been slowly coming together as I've been doing a few other things to it.
