I have a set of Buell Firebolt Saddlebags (Part # 91310-04Y). Are the saddlebags the same as the ones for a 2005 XB 9 SX? I know that the City bags have a different part number but is the entire saddlebag kit different or just the mounting hardware?

Yep, different bags.
The FB bags have pockets for the mounting kit on the inside of the bags. No velcro to hold them to the passenger pegs.

The Lightning bags just have velcro straps for around the passenger pegs without the pockets.

So can you mount the Firebolt bags without the passenger pegs? If so...DIBS depending on price.
