Throttle Position Sensor reset (as I understand it) is calibrating the intake throttle butterfly to a known position. It has nothing to do with anything besides the butterfly, its mechanical stops (idle adjustment), the sensor, and the Electronic Control Modual.

TPS reset is required:
1. Every time you change to a different ECM like when you install a race ECM in place of the stock one, or back again.
2. When mechanical stops wear or get build-up in the throttle body butterfly mechanism.
