I was looking at my tail light last night and I noticed the bulb was in upside down in relation to the little twist lock grooves. If I put it in so I can lock it in place, the brake filament is on constantly. Is this how they normally come, with just a push in fit?

Check the contacts in the socket to make sure they are "bottomed out" in the base of the socket.

I flipped the spade connectors around and now it locks in place and lights correctly.
