anyone have any idea on how to get the gloss out of the plastic body panels to get the flat look? or do i have to get all new panels that are already flat?

Fine wet and dry paper as we Brits call it ?

I've used it to clean up scratches prior to buffing up and it tends to leave a matt finish.

Might be tough to get a uniform finish... i would scuff it up as mentioned and hit it with a rattle can of satin or matte black.

fine steel wool. you will have to maintian the look on pieces that you regulary touch while riding

It's easier/cheaper in the long run if you wrap it with vinyl. Did it to my 1125r and I'm very happy with the results.
