I live in Missouri and I am having a rough time finding the information I am looking for.

I have a '76 honda, I will be chopping it. I picked up an old aftermarket frame at a swap meet. I am trying to find out what I need to do to be able to get it titled and legal when the project is done.

The frame has no numbers or markings at all whatsoever on it. No manufacturer no date no VIN. We are thinking it is probably from the mid seventies or so. The MO DMV website does not really give much info on how we go about getting this done up. Before I sink a whole bunch of man hours into this thing I want to make sure I will be able to get it on the street.

I am sure this kind of thing comes up all the time. That old frame from that garage sale or the auction or from someone's storage shed. How do they get back on the road? I did not get a bill of sale. I mean this was sold out of the back of a truck along with boxes of other parts just like everything else at the swap meet.

I know each state varies from state to state but I am just turning up nothing on my research. And if any of you have dealt with the MO DMV, I am suprized that half of them even know what a motorcycle is..

Any help or insight any of you can provide will be greatly appreciated, my thanks in advance!

On a project I did, I took the original frame with title to the DMV inspection along with the custom frame. I explained that I was transfering the engine and running gear to the new frame due to the age and rust of the old frame. The DMV charged me a $50 bond fee, stamped a new set of numbers into the new frame and added a metal frame tag. The new numbers matched the engine numbers. I then had to turn over the old frame to them for destruction. After a year my $50 bond was returned. Can't remember how much I was charged for the whole deal just remember the bond fee.

I did a quick search of the Mo DMV statutes...see section 301.0oo, et seq. of the Mo Statutes dealing with "specially constructed vehicle." Hope it helps as a starting point.

A portion of which follows:

4. If the vehicle qualifies as a reconstructed motor vehicle, motor change vehicle, specially constructed motor vehicle, non-USA-std motor vehicle, as defined in section 301.010, the owner or lienholder shall surrender the certificate of ownership. The owner shall make an application for a new certificate of ownership, pay the required title fee, and obtain the vehicle examination certificate required pursuant to section 301.190. Notarized bills of sale along with a copy of the front and back of the certificate of ownership for all major component parts installed on the vehicle and invoices for all essential parts which are not defined as major component parts shall accompany the application for a new certificate of ownership. If the vehicle is a specially constructed motor vehicle, as defined in section 301.010, two pictures of the vehicle shall be submitted with the application. If the vehicle is a kit vehicle, the applicant shall submit the invoice and the manufacturer's statement of origin on the kit. If the vehicle requires the issuance of a special number by the director of revenue or a replacement vehicle identification number, the applicant shall submit the required application and application fee. All applications required under this subsection shall be submitted with any applicable taxes which may be due on the purchase of the vehicle or parts. The director of revenue shall appropriately designate "Reconstructed Motor Vehicle", "Motor Change Vehicle", "Non-USA-Std Motor Vehicle", or "Specially Constructed Motor Vehicle" on the current and all subsequent issues of the certificate of ownership of such vehicle.

Since you didn't get a bill of sale for the frame, I'd just tell them it was homebuilt by you...which will nearly be true after all the mods you'll encounter in fitting another engine to it. If you can track the engine ID #'s it would be a big help so they can verify it's not stolen.

Hey thanks guys thats a good start for sure! I will take the old frame with me when I am all complete and done on the trailer to the DMV/Highway patrol. I will also be sure to get plenty of pictures before and after for both pieces!

The honda I am starting with is all legal with a valid title and bill of sale. however as it was standard back in the day the engine serial number and the VIN of the bike/frame do not and did not match from the factory. I hope that won't be a problem.

I agree Dueller I think I will just tell them it was homebuilt. There are already a few sections of the frame tube that will need to be replaced not including fitting the motor as you stated. By the time I am done it will pretty much be homebuilt. Hopefully that will be enough to get the job done.

Any other tidbits or help anyone else may have please chime in!

Hell...if that's the case, I'd just title the thing with your honda title. If need be cut the section of the frame with the honda vin and weld it to your new frame.

Sorta like George Washington's ax...I had to replace the head and the handle but intrinsically it occuppies the same space as the original so it must be the same...

I'm quite positive. It was purchased yesterday morning at the first swap meet of the season here at the Twin Drive In in Independence MO. A lot of stuff there, it was a cool event I will be there next month as well! (anyone need a stock seat and/or aluminum X1 tail?) At any rate I do not plan to cut the head off the stock frame and swap them out. I asked for info regarding the legal titling of this project when it is done. And I plan to do so whatever is needed. I pretty much got the info I needed I appreciate it guys. I have sent off an email to the MO Highway Patrol contact address, they should be able to get me the info I need.

I'm assuming your building around the dependable CB750 motor? If ya need anything, let me know. Built many a 750 chopper in the old days, and have many parts available.
