I run a scout scope on a SKS, but that at least makes some sense, since a 7.62x39 is not a long range round, but a 7.62x54R and a M39 deserve a rational set up. It also looks like he built it & only then figured out that he could not remove the bolt.

It's like an extended swingarm on a M2, laid down motocross shocks, set up with a stock engine & 1/2 inch of ground clearance. Fuel tank replaced with a 1/4 keg mounted sideways behind the rider bolted through a touring saddle.... You have to ask "why?".
