Would a new shock for a S bike, that has sat on a shelf for 7 years, still be useable? Would seals have dried out or leaked? What about the nitrogen pressure? Any way of checking before purchasing? Thanx,

There are certainly way of testing, but nothing simple. Ask for a warranty.
